In a special session on July 31, 2017, the City Council approved the execution of a real estate sales contract with contingencies involving the approval for a Texas Department of Agriculture Texas Capital Fund Program and the approval of the final sales contract by the city administrator and city attorney.  Winnsboro's City Council began the first steps through the approval of execution for a sales contract to purchase 25.87 acres which contains commercial buildings in approx.165,576 sq. feet. The land is located at the juncture of FM 852 & CR 4570 with the parcel being to the southwest.

Once all sales are final the City will provide a lease/purchase agreement with Unified Materials Group with a tenure resulting their ownership of the land.
