Winnsboro's City Council provides a color-coded, easy-to-read zoning map that'll aid you in finding a place to locate, relocate, or expand your business. They also include an application for requesting a change in zoning, along with a wireless permit application.   • Administrative Fee = $10.00
  • Utility Bills are due on or before the 10th of the month by 4:30. Late payment fee of 10% charged on remaining unpaid balance.
  • Monthly charges which remain unpaid after 4:30 pm on the 20th will result in disconnection of services and fees assessed.

Winnsboro became a Texas Main Street city in 2003, and was selected as a National Main Street Community in 2004, 2005, 2006 and 2012.  Since its designation, Winnsboro’s Main Street Program has been a major factor in the development and preservation of our downtown with over $11 million dollars reinvested in our downtown through public and private funding.
